The Outdoor Camera is designed to be active at all times. However, if you're going to be outside for a while and would prefer not to get notifications, you can select Snooze on the first notification on your phone That will disable the notification temporarily.
You can also disable Motion Alerts in the SimpliSafe app, if you prefer.
