Outdoor camera not working

I have an outdoor camera that with a battery that does not seem to hold a charge.  I ensured I am using the correct chargers and let it charge for 24 hours.  When I come back to the battery I see three white lights which should mean it's fully charged.  When I unplug it and then plug it back in, the battery shows one light and one flashing.  The camera will not turn on.  On the app, the camera is listed as the name I chose and " - UPGRADING".  The app shows the camera is on software version v99.99.99.99 and shows battery level at 68% and connection as "Good" despite not being able to power on or connect to anything.  The 24/7 online chat support is "currently unavailable"... Please help!
