simplicam motion detection not happening

Newly installed system and the indoor camera will not register movement unless the camera is moved. I have the shutter always open and the highest sensitivity on motion detection but I get no recordings or messages if I don't move/spin the camera.

I am having a similar issue with my driveway camera.  It will pickup cars in the street, but will not pickup me pulling in the driveway
.
