Moved into rental unit. In past tenant used same system will not let me use it with a new account.

@samibutcher1998 As you are not the account owner, SS can't really assist you, except direct you to your landlord who will have to contact SS. They will walk him or her through the process from there.

The captain is correct. It sounds like a previous user's Monitoring Plan is still active, which means that the Base Station cannot be assigned to a new plan.
So what we need to do is cancel that other Monitoring Plan - and the easiest way to do that is to call our Support team, who will ask for the Safe Word passcode.
