Is your phone connected to the same network (your Wifi) as the base station when this happens?
I get the same message if I get far away enough from the house that my phone drops off WiFi and reverts to cellular.
We don't subscribe to monitoring. So I'm not sure if that makes a difference.

Thanks for taking those steps and clarifying the KeyPad works. Are you on WiFi or cellular data when you encounter this issue with the SimpliSafe app? Do you have any trouble using other features within the SimpliSafe app, or just arming/disarming the system?
Let me know the details and I'd be happy to get to the bottom of this with you.
