I live in San Francisco and am wondering if the solar panel keep the outdoor camera charged if we have a series of 4-5 foggy days in a row?

The Solar Panel definitely can keep charging, so long as there's light. But it will be significantly slower.
That being said, the Outdoor Camera's battery should be lasted about 3-6 months, so as long as you get a few sunny days in between the fog, the camera stay charged.
