Indoor camera detecting motion when privacy shutter is on

I have the Privacy Shutter setting on the indoor camera set to ON for Off and Home modes and set to OFF for Away mode.

When the system is in Off or Home mode, the camera continues to send motion detection alerts, open the shutter, and record video.

Is this normal behavior? If so, what is the purpose of the Privacy Shutter feature?

Are you seeing the Privacy Shutter open directly after disarming your system? The Privacy Shutter will temporarily open and record for 20 seconds whenever you disarm your system - this is a security measure so you can have a record of who is disarming your system. If, during those 20 seconds, your SimpliCam detects motion, it will begin recording for 60 seconds since the shutter was already open. If the SimpliCam detects motion during those 60 seconds, it will start another recording and so on.

@emily_s​ The system is armed in Home mode and the Privacy Shutter is set to ON. The shutter is physically and visibly closed.

Randomly someone will walk through that room and we receive motion notifications and it starts recording. The system isn't being disarmed.

Do I need to remove the camera, perform a factory reset on it, then re-add?

Yes, if you are noticing the Privacy Shutter turning off and recording outside of disarming events, I would recommend following the steps you proposed: remove the camera, perform a factory reset, and then re-add it.
