I have problem of not getting any PUSH Notifications Dialog from the DoorBell ring or motion setoff, to my phone,

I have this problem of not getting any PUSH Notifications from the DoorBell ring or motion setoff, on my phone, as it should be working.  It has worked a few times for the doorbell ringing only,  and what it does is it opens up a small notification dialog on the top and if you click it it opens up the doorbell video to see the person there.  

I like this feature a lot and I want to get it working soon if you can help me with this.

I have talked to many Tech agents about this problem, and  no one can resolve this.   I have sent emails to Suppport and no help.
